Two local patterns shape the work. Around Holy Trinity Church on Brookes Street, converted older buildings carry tapware in walls that were never planned for plumbing access. And when BIGSOUND week or Valley Fiesta weekends load the venue amenities, those fittings cop a hiding alongside everything else.

Faults a Repair Fixes and Faults It Cannot

A repair suits worn parts; a replacement starts when the fixture itself is cracked. Washers, cartridges and valves come out and new ones go in. Split porcelain does not.

The repair side of the line:

  • A washer tap dripping from the spout generally needs a fresh washer, or the seat dressed if scoring has roughened it.
  • A mixer with the same drip generally needs its ceramic disc cartridge replaced.
  • A cistern that runs, leaks or will not stop filling usually settles with an inlet valve swap plus a new outlet washer.

The replace side:

  • Damage to the fixture itself. Once the body of the tap, the cistern or the pan splits, the repair conversation is over.
  • Repeat call-outs on the same fixture. Three repairs in a year can cost more than a swap, and we judge that job by job.

Each fault has its own page: tap repairs for washers and cartridges, toilet repairs for cistern valves and pan connectors.

What WELS Stars and Flow Limits Mean

Water Efficiency Labelling and Standards, or WELS, is the national scheme that rates plumbing fixtures for water efficiency. Products sold or installed in Australia have to be registered, with the star rating and water use shown on the label. More stars mean less water for the same job.

Every tap, toilet and cistern also carries WaterMark certification, and that certification is what allows a licensed plumber to install it legally.

The numbers that matter to owners and landlords:

  • New dwellings need a dual flush toilet rated at least 4 stars, with tap fittings and showerheads at 3 stars or better. Renovations sit outside those minimums.
  • Queensland tenancy law sets separate caps for rentals. An owner charging a tenant for the full water bill needs internal cold taps and single mixer taps at no more than 9 litres a minute.
  • Dual flush toilets in those rentals are capped at 6.5 litres for a full flush and 3.5 litres for a half, averaging under 4 litres.
  • The cap applies to indoor cold taps serving basins, kitchen sinks and laundry troughs, mixer taps included. Bath taps, garden taps and the lines to washing machines and dishwashers are exempt.

Most Valley homes are rented rather than owned, so those caps decide whether a water charge is lawful. A running cistern in a tenanted unit near All Hallows' School on Ann Street hits the owner twice: water down the drain, and nothing recoverable from the tenant. A slow drip can waste thousands of litres over time.

Does the Water Utility Cover a Leaking Tap

No. Urban Utilities runs a concealed leak adjustment, and it excludes water lost through leaking taps, toilet cisterns, hot water systems and other appliances. The adjustment exists for hidden pipe failures under ground or inside walls, and a dripping spout is not hidden. That loss stays with the property owner.

The dividing line is the water meter. The utility maintains the mains up to the meter, and everything on the property side, out to the last tap, is the owner's to maintain. A leaking cistern on your side of the meter is your bill, and fixing it early is the way to keep that bill down.

Where Home Owner Repairs Stop in Queensland

The QBCC leaves a small set of jobs open to anyone with the appropriate knowledge and skill, without a licence, an approval or a report. Inside a tap, that covers the jumper valve and its washer. Inside a cistern, the drop valve's washer, the float valve's washer and the suction cup rubber are on the list.

Whatever the job, the result still has to comply with the plumbing code. Everything past that list belongs to a licensed plumber:

  • Replacing a tap is licensed work. The QBCC guide names it as an example of a job beyond the home owner list.
  • Repairs and like-for-like swaps on fittings count as minor work: a QBCC licensee handles them, with no permit and no paperwork.
  • Installing a brand-new toilet, or moving an existing one, is notifiable work. No council permit applies, and a Form 4 goes to the QBCC within 10 business days of finishing.

Our tap replacement page covers the fixture swap side, and if your cistern will not stop filling, why your toilet keeps running walks through the causes.

Tap and Toilet Questions From the Valley

Call (07) 3523 6484

What tap and toilet problems can a plumber fix around the Valley?

We handle the everyday faults: spouts, handles and bases that drip, cisterns that run, refill slowly or flush weakly, plus tired stop taps and connections. The detail sits on our pages for tap repairs and for toilet repairs.

Is a dripping tap or a running toilet an emergency?

No, neither is usually urgent, and both can wait for a scheduled visit, though each keeps wasting water until fixed. If water will not stop, shut it off at the isolation valve or the water meter and use our emergency plumber page.

Do I need a licensed plumber to replace a tap in Fortitude Valley?

Yes. A tap replacement is licensed work, beyond the short list a home owner may do. Putting in a new fixture such as a toilet is notifiable work, reported to the QBCC on Form 4 within 10 business days.

Are there water flow limits for taps and toilets in a rental?

Yes. Before charging a tenant for water, an owner needs taps indoors running at 9 litres a minute or less. Dual flush toilets are capped at 6.5 litres full flush and 3.5 litres half.

What affects the cost of a tap or toilet repair?

The driver is the failed part, the kind of tap or cistern, wear on the seat or the porcelain, and how easily the water can be isolated. The figure is set by a fixed quote after we've inspected the job.

Is there a surcharge for a weekend toilet repair in Fortitude Valley?

No, there is no extra charge for nights, weekends or public holidays. The rate stays the same whenever you call, and call-out fees are $0.
